C. C. Mellor Memorial Library Policies

Borrowing Policy

FREE to all Allegheny County residents and patrons with Access Pennsylvania cards. All patrons must show identification. Children under the age of 14 must have a parent's signature on the application card. A $35 non-resident fee is charged families living outside of Allegheny County and whose home library does not participate in Access PA.

Borrowing Period:

  • Fiction and nonfiction books, magazines, newspapers, audiobooks, DVDs longer than 6 hours: 3 weeks
  • DVDs less than 6 hours: 1 week

There is no limit on the number of books checked out at one time. Books may be renewed two times. Renewals may be made in person, over the phone, or by computer. No renewals on materials with waiting lists or if an overdue notice has been sent. There are limits on DVDs (5 per card).

Items may be returned to any public library in Allegheny County.

Fines and Fees

  • Fines: $0.30 a day on adult library materials (including Sundays and holidays).
  • Fines: $0.20 a day on children's library materials (including Sundays and holidays).
  • Maximum Fines per Item: $10.00
  • Maximum Fines for Loss of Privileges: $10.00 (Borrowing privileges for individuals owing $10.00 or more are suspended until the fine is paid.)
  • Lost & Damaged Materials: Cost of item and $5.00 processing fee.
  • Lost, Stolen, or Damaged Library Card: $1.00

Special Services

Your Library Card

A card from the C. C. Mellor Memorial Library allows you to use over 40 public libraries in Allegheny County at no charge. A library card also allows you to access on-line reference materials or your library account from any computer.


Assistance is available in person or over the phone. In addition, patrons can access Power Pennsylvania resources on their home computers. Click “Find It" at the top of the library's website, or click here. Your library card is the password.


Any book may be requested at no charge. Holds may be made in person, over the phone, or on-line. Go to the library home page, click on catalog, click on my account, enter your library card number.

Inter-Library Loan

Books can be requested from other libraries throughout the county, state, and nation. In most cases this is a free service.


The library has 16 public access computers. Wifi is also available throughout the library. Public access computers and wifi do not require a library card to use.

Materials for the blind and physically handicapped

A collection of large print books and audiobooks are available at the library. Registrations for talking books, tapes and Braille materials from the regional library may be made here.

Printing Services:

  • Photocopier: $.20 a page B&W.
  • Faxes received: $1 per page, up to $5.
  • Faxes sent: $1 per page (local and long-distance), up to $5.
  • Scans: $1 per page, up to $5.
  • Computer copies $.20 B&W per page; $.50 color per page.

Friends of the Library

Become an advocate for the library by volunteering time or helping raise funds.

Paperback Exchange

A rack of paperbacks is available for swapping. Patrons are asked to bring the book back or replace it with another title. No loan period. Racks are located in the library and at the municipal buildings in Braddock Hills, Churchill, Forest Hills, and Wilkins.

Book Drop

Library materials can be returned 24 hours a day via the book drop at the main entrance in Edgewood or at the box located behind the Churchill Borough Building.

Local History Collection

Materials on the former Edgewood schools and borough history are available for browsing in the Memorabilia Corner.

Children's Programming

Story hours are held weekly at the library, Churchill Borough Building, and the Forest Hills Branch. Other programs include a summer reading club, outreach story hours, craft programs, STEM and maker space programs, movies, and a chess club.

Book Sale

The library's annual book sale is held in March. Book donations are accepted all year. See our fundraising page for more information.

Meeting Room

Space is available for community groups to meet in either the boardroom or the children's programming room. Check with the librarian for availability.

Income Tax Forms and Tax Help

Many federal and state income tax forms are available during tax season. AARP volunteers will also help with tax preparation.

Monetary Donations

Donations are gladly accepted. Donors may request how funds may be used, such as memorial or honor books, or building renovation contributions.

Governmental Units of Support

The resources and services of the C.C. Mellor Memorial Library are supported by the Boroughs of Edgewood, Churchill, and Forest Hills, Wilkins Township, the Woodland Hills School District, the Commonwealth of Pennsylvania, and the Allegheny Regional Asset District.
